Sir:-

I have the honour to transmit to you herewith a

petition addressed to yourself and signed by fifty-

four lessees of land, householders and merchante

carrying on business in the British Concession on

Shame en praying you to order the removal from the

Concession of all persons of enemy nationality and

to prohibit the return of such persons during the

pendency of the present war.

Briefly, stated, the petitioners' argument is

that the British Concession is to all intents and

purposes British territory; that foreigners resident

fin China, being in the enjoyment of extraterritorial

rights, do not acquire a new domicile in this coun-

try; that Germans resident at Canton should therefore

be regarded as allen enemies; that their continued

residence here is a menace to British subjects; and

that
